You might want to try the armor crafter in Droknar's Forge. You'll need cloth and gold, and possibly some other materials depending on what set of armor you want to craft. If you're not to Droknar's yet, you can either get lesser armor from earlier crafters, or you can get a set of level 20 armor from the collectors in the desert.
